Foreclosures vs. Resales
ABC 7 News has a video and article on "ordinary" resellers being affected by foreclosures in Prince William County. The newscaster calls the foreclosure problem "a by-product of the mortgage crisis." A better way of explaining the problem to their viewers might be to say "a by-product of dodgy mortgage lending."
One of the communities hardest hit by the foreclosure problem, Prince William county, isn't just having an impact on those who default on their mortgages, but those trying to sell their homes.
After nearly 40 years of memories in a home that is paid off, Larry and Diane Shandor are struggling to sell their house now, because of others in their neighborhood who can't pay their mortgage.
"How can you compete with a foreclosure home," said Larry Shandor. His problem is an unfortunate byproduct of the mortgage crisis; those trying to sell homes in a market flooded with foreclosures.

Pable Cava priced his home to compete with the foreclosures and finally sold it after months on the market. "I just had to get rid of it. My wife was sick."
The Shandors had to do the same - reduce the selling price of their home. "What can you do? It's just what's happening right now."

S&P/Case-Shiller® Third Quarter Results
U.S. home prices fell 4.5 percent in the third quarter from a year earlier, a record annual decline since Standard & Poor's began its nationwide housing index in 1987.
Prices fell 1.7 percent from the previous three-month period, the largest quarter-to-quarter decline in the index's history.
The S&P/Case-Shiller® quarterly index tracks [same-sale] prices of existing single-family homes across the nation compared with a year earlier.

Northern VA Beats the National Average
From the Washington Post:
The number of recent home foreclosure filings in Loudoun, Fairfax and Prince William counties is up more than 600 percent from a year ago, a much higher increase than in the United States as a whole.
Loudoun had the sharpest increase among the three counties, with 1,073 foreclosure filings in July, August and September, compared with 125 filings during the same period in 2006, a jump of 758 percent, according to RealtyTrac.
. . .
As in Loudoun, the third-quarter spike in foreclosure filings in Fairfax and Prince William far exceeded the increase of 100 percent across the country, RealtyTrac data showed.
The jump was 694 percent in Fairfax, from 229 filings in the third quarter of 2006 to 1,818 in the same period this year. Prince William filings rose 624 percent, from 212 to 1,535.

Goldman Sachs Forecasts 30% Decline
The Calculated Risk blog posts this from the Goldman Sachs conference call which was held on Monday, November 19th, 2007 at 11:00am EDT:
Eight states ... for which there is greater than 30% house price depreciation forecast would be California, Florida, Arizona, Nevada, Virginia, New Jersey, Maryland, and Washington D.C. ... 13% to 14% nationally masks some states that we have accute concerns.

Brookfield Quits in Fauquier
From the Fauquier Times-Democrat today:
The depressed housing market has claimed another Fauquier subdivision proposal - the 75-home Goodland East project near New Baltimore.
Mega-builder Brookfield Washington LLC withdrew its rezoning application for the project, because of the poor economy, "challenges" posed by Fauquier's land-use review process and sewer capacity issues.
Brookfield Washington's action comes just two months after Dallas,Texas-based Centex Homes stunned local officials by scuttling its 359-home Freedom Place plan at Bealeton.
Centex attributed the move to "the severe and broad market downturn."

Brookfield Washington agreed to pay Fauquier about $50,000 per dwelling requested.
His client agreed to the $50,000-per-lot donation during a robust residential market, [Brookfield's lawyer] Fallon said. Because of the housing downturn, "the proffers won't work" financially, he said.
The proffer package is untenable partly because of declining property values, Fallon said.
Eighteen months ago, a half-acre to one-acre lot fetched $220,000, according to the zoning lawyer. "You can't get $120,000 for a lot now."

At Least We Passed
Toll grades our region with a "D", which in the old school days aroused inexplicable giddiness in the usual suspects.
"Robert I. Toll, the chief executive, handed out grades for 37 markets that the company operates in, and most got a mark of F or worse.
“The fact that I differentiate between F, F-minus and F-minus-minus” shows just how bad things are, he told analysts during a conference call. He said those grades “go from miserable to outright purgatory.”
The lowest grade went to Las Vegas and Tampa, Fla.

Nearly all the decent grades went to markets in and around New York City, while some of the worst grades were given to once-hot second-home markets.
The best grade, B-plus, went to Toll’s “city living” apartment projects in the New Jersey suburbs of New York, while similar projects in the city received a B, as did Princeton, N.J., and the states of Delaware and Connecticut. The suburban New York counties of Dutchess and Putnam, which he views as one market, earned a C-plus.
The F-minus grade went to the vacation communities of Hilton Head, S.C.; Palm Springs, Calif.; the Maryland shore; and the Poconos area of Pennsylvania, as well as to Michigan and Atlanta.
The F grade was the one most often given, going to Arizona, Massachusetts, Rhode Island, Minnesota and Southern California outside of Palm Springs. The cities of Chicago; San Antonio; Charlotte, N.C.; and Reno, Nev., got the same mark, as did the eastern and northern parts of Florida. Mr. Toll noted that Minnesota had improved to get its grade up to an F.
Another area that has improved, he said, was the western part of Florida, which moved up to a C, although he said that might reflect Toll’s aggressive price cuts. He also awarded C’s to the Texas cities of Austin and Dallas. Colorado got a C-minus.
Raleigh, N.C., fell to D-plus, while D’s were given to most of New Jersey and to Northern California, as well as to Washington and its Maryland suburbs, and the Philadelphia suburbs. D-minus was the grade for West Virginia and central Florida, including Orlando.
Mr. Toll said the downturn was worse than the one in the early 1990s, adding “the growth in the rate of cancellations, the decline in new contracts, and the weaknesses we observed in October suggest that we still have tough times ahead.”

October Sales
October real estate sales results for Northern Virginia will be out tomorrow at the MRIS, but Merv Forney at the Northern Virginia Real Estate Guide has them (scroll down the page to his November 5 posting) for October for Fairfax, Loudoun, and Prince William counties, along with some nifty charts and commentary.
Fairfax County shows a 3.5% YOY decline in median price, Loudoun a 4% decline, and Prince William County a 14% decline.

The Issue For The Whole Financial System
Greenspan today:
"Former Federal Reserve Chairman Alan Greenspan said on Tuesday that falling U.S. home prices and high inventories of unsold properties presented a major risk to the U.S. economy and financial markets.
Greenspan said he was not "sanguine" about the how quickly the glut of unsold homes could be reduced.
"We still need to accelerate the rate of inventory liquidation, and that will mean bringing housing starts down and sales up. We have a long way to go," said Greenspan, who was answering questions at a CEO conference in Tokyo via video link from Washington.
"The critical issue on the whole subprime, and by extension the whole financial system, rests very narrowly on getting rid of probably 200,000-300,000 excess units in inventories in the United States," he said."

Playing Low-Ball in Real Life
An amazing story was posted yesterday by a commenter in the Bits Bucket section over at Ben's Housing Bubble Blog yesterday.
I wanted to highlight it here before it got lost in the hundreds of new posts that will be there today.
I called the post "amazing" because it was proof to me that getting out there and submitting low offers on foreclosures will be responded to by the bank. It was a refreshing antidote to this unbelievably pessimistic article by Elizabeth Razzi over at the Washington Post: Tortuous Short Sales: Cheaper Purchases That Aren't Always Worth It. (The title says it all). In Razzi's words: "Why volunteer for such a hassle [buying a short sale] when the local market is glutted with similar homes that you could purchase more easily?"
In this particular case, to be fair to Razzi, the house was a foreclosure rather than her dreaded short sale.
The house in this post (12850 Fleetwood Drive, Nokesville, VA 20181) was built in 2006 and sits on 10 acres in Nokesville in Prince William County. It was featured on this blog when it was first listed for $730,000 on 08/31/07 (13.5% less than its purchase price on 6/5/2006 for $843,920). It was subsequently reduced to $660,000 by 11/05/07, for a 22% reduction over its prior sales price.

We placed a bid on this place Address: 12850 FLEETWOOD DRIVE: NOKESVILLE, VA 20181. REO original owner in 06 purchased in June of 06 (Was brand new in June of 06) the bank has held it for about 8 months now, not a single bid on this 10 acre, 4000+ sqft + 2100 sqft unfinished basement home. The original owner paid 800k+, had some down payment because the note was for something like 620k, bank was asking 715.00..The comps killed this place a really nice home (in immaculate condition) on 24 acres with 3-4 useful outbuildings just had sold for 750.00k….Also this house is on a flag lot (with perhaps a 1000 ft gravel driveway) and you could tell the owner had stretched, no deck, no landscaping to speak of (a few straggly trees) the refrigerator was missing, some light fixtures missing, the kitchen island countertop was damaged (and oddly enouh seemed a few inches to short) when we looked at it there was crap in every toilet and they would not flush, the upstairs carpet was stained (dyed?) a varied and wonderful set of colors and the basement had a standing pool of water.
We offered 256,400. They called back on Saturday, and said the offer was too low and that if we would up it somewhat higher, they did not want to carry the house through winter (it did not look winterized to me)….My original max had been 350k, I was going to counter with that having the strange feeling they would take it…But then I had a moment of clarity…..Why am I caring so much about this property? There are MANY other REOs in this price range that are much nicer…My wife took a deep breath, thanked the gentlemen for their time and kindly told them that if in six months we were still in the market and the property was still available we would revisit it, but in all likelihood the offer would be lower.

I think "Lost's" wife was prudent, and I hope they keep trying and find success. For those of you who find something you really like, I hope it encourages you not to be daunted by the list prices. This couple initially offered 70% off of the prior sale and 66% off the county's assessed price, and the bank was willing to continue negotiations.

Price Correction Calculator
Kevin at the Baltimore Housing Bubble blog has put some work into creating a "price correction" Excel table based on an article entitled How Low Can They Go? by Shawn Tully in this month's edition of Fortune Magazine.

No One Showed Up To Bid
NBC4 has a video and article on Prince William County foreclosures.
From the article:
"No one showed up to bid or buy in Prince William County Friday, but the auctioneer will stay busy due to the growing number of home foreclosures in the county that are causing a ripple effect in the county's revenue stream.
There have been nearly 1,000 foreclosures since August, and the "for sale" signs are springing up like weeds.
"This could be catastrophic to the school budget," said Board of Education chair Lucy Beauchamp.
. . ."The board can raise the tax rate to offset that," Martino [county's director of finance] said."

30-Year Rates Fall
"Rates on 30-year mortgages fell to the lowest level in five months, Freddie Mac reported Thursday.
30-year, fixed-rate mortgages dipped to 6.26 percent this week, down from 6.33 percent last week. It was the lowest level since 30-year mortgages were at 6.21 percent the week of May 17."
