Prices Fall Eighth Month in a Row

From Bloomberg on the S&P/Case-Shiller home-price index report out today:

  • House prices in 20 U.S. metropolitan areas declined in August by the most in at least six years.

  • House values dropped 4.4 percent in the 12 months that ended August, an eighth consecutive decline.

  • The group's 10-city composite index, which has a longer history, dropped 5 percent in the 12 months ended in August, the most since June 1991.

  • Homeownership in the U.S. has dropped the last four quarters, the longest string of declines since at least 1981, the Census Bureau said on Oct. 26. Also last quarter, a record 17.9 million U.S. homes were vacant.

  • ``We haven't hit the bottom yet in housing,'' Paulson said at a conference in New Delhi. Still, he added ``there is enough strength in the economy that we can grow through this.''

  • ``The fall in home prices is showing no real signs of a slowdown or turnaround,'' said Robert Shiller, chief economist at MacroMarkets LLC and a professor at Yale University, in a statement. ``There is really no positive news in today's report.''

    The PDF file from the S&P/Case-Shiller report shows Washington, D.C. prices -0.9% lower from the prior month (July) and -7.2% lower from one year prior.

    Arlington County currently has 998 active property listings according to ZipRealty. Since last Saturday, 78 (8% of the total) have been reduced in price. A total of 431 properties (43%) have been reduced in price since they were first listed.

    Inelastic Demand

    I thought this was an notable observation by Nicholas Yulico at TheStreet.com:

    "Slashing prices on new homes isn't universally translating into increased demand from homebuyers.

    This phenomenon, in economic terms, is called the inelasticity of demand. Typically, demand is elastic with respect to price, meaning that demand increases in some proportion to a drop in prices.

    Demand is inelastic when prices for goods fall but the quantity demanded barely changes or doesn't change at all. With homebuilders like Pulte trying to clear record inventories of homes, inelastic demand is particularly bad news.

    Pulte, which reported a $788 million loss for the third quarter, is the first homebuilder to highlight this problem amid the ongoing housing downturn.

    The company's management told investors on its conference call that in certain communities, 'price is not moving product a lot' and the situation is 'getting a bit inelastic.'

    Pulte said the 'inelastic' pricing problem is broad-based and not just an issue of geography.

    'Earlier this year as you lowered pricing, you got something for it. Now it seems like you're not getting so much volume,' Pulte executives said on the call. As a result, Pulte is focusing on offering other incentives to homebuyers rather than just price cuts, the company said.

    Ryland (RYL - Cramer's Take - Stockpickr - Rating) CEO Chad Dreier echoed this sentiment on his company's conference call when asked about the matter.

    'I would agree in general principle that prices are reasonably inelastic at this point,' he said. 'If you're selling a home for $300,000 and offer 10% off, I don't think you will sell any more houses.'"

    WTOP Needs a Better Editor

    This article is out from WTOP today. Stephen Fuller is correct about sales being "far off their normal pace" and days on the market in Montgomery County being "up about 15 percent". But the parts that WTOP filled in seem contrary to reality. It's confusing to this blogger. Perhaps I'm missing something.

    "The national real estate market is clearly in turmoil. The Washington area is not as bad as that, although the number of sales are still far off their normal pace," says Stephen Fuller, director for the Center for Regional Analysis at George Mason University in Fairfax.

    "We had several months where sales have exceeded listings, and the days on the market have decreased. In suburban Maryland they're up about 15 percent in September," says Fuller, who studies the region's housing market.

    In D.C. sales exceeded new listings for four months in a row.
    . . .
    Prices also are higher in Fairfax and Arlington counties and Alexandria.

    "Fairfax County has emerged as one of the stronger counties in the metro area in terms of the residential resale market. Condominiums have increased in prices more than the non-condominium stock," Fuller says.

    Sales in Fairfax County are up about 4 percent over last year.

    More Fallout

    The Washington Post talks about Prince William County's economy and changing demographic makeup this morning, due to both the slow housing market and new rules pertaining to illegal immigrants (the latter finding their bread and butter from the former for the last several years).

    Perhaps our blog's anti-bubbleheads' claims that migration to NOVA's inner suburbs would sustain housing prices over the exurbs are becoming more understandable in light of PWs new rules:

    Most departing immigrants, however, appear to be moving closer afield, choosing states such as North Carolina or neighboring counties such as Prince George's or Arlington that they perceive as less hostile.

    In August, Walter Ramirez settled on Alexandria.
    (Mr. Ramirez's roommate, who "sneaked into the United States three years ago" was feeling stifled because he could only loiter at the local supermarket in Woodbridge once a week without drawing attention to himself).

    Throw a Dart, Pick a Price?

    A new listing in a subdivision in Amissville caught my eye this morning. I saw the address and the price -- $509K, and noted that in the same subdivision (Wildwood Forest) a similar house today reduced its price to $375K. In parts beyond Warrenton, such as Jeffersonton, Amissville, and Rixeyville, houses haven't been selling well in the last year. In September, in this 20106 zip code, 2 houses sold out of 63 active listings (for an average price of $ $351,875). I've seen several necessary price reductions to just below 400K (for Colonials on an acre or two) in order for the property to sell.

    I checked up on the Wildwood Forest subdivision, and there currently are six nearly identical houses on the market there, ranging in price from $375K to $509K:

    What really baffles me about the new listing today at $509K is why an agent would price a house at the top of the whole neighborhood. Does price just not matter? The difference between the lowest and highest-priced house is $134,000. That's a LOT of money to normal working folks. Amortized over 30 years at 6% interest, that amounts to an extra payment of $800 per month. That would buy the average working-class family two very nice new vehicles every five years.

    Perhaps some real estate agents who read this blog could clue me in to the logic of pricing high, because I wish to understand.

    Three Sales in Three Months

    From the Washington Post:

    Comstock Homebuilding Cos. of Reston yesterday reported that even though it sold 81 houses in the third quarter, 78 sales were canceled, a net of just three sales in three months and a striking reminder of the building industry's deepening troubles.

    "Market conditions have continued to deteriorate throughout the year," Christopher Clemente, the company's chief executive, said in a statement.
    . . .
    In the Washington region, the cancellation rate for newly built homes shot up to 48 percent in July and August from 18 percent at the comparable time last year, according to the most recent data from Hanley Wood Market Intelligence, a real estate research firm. The most dramatic rise was among condominiums, where the cancellation rate jumped to nearly 124 percent from 13.5 percent a year earlier, which means there were more cancellations of previous sales than there were new sales.

    Clemente singled out mortgage market disruptions, which were at their worst in August and September, as a main contributor to his company's third-quarter performance.
